In most of the cases you can use free web anonymizers in order to anonymously surf the web. You don't need to modify any settings in your browser or setup any programs to surf the web anonymously.

This thing is legal as long as you do not use it for stealing information or for making illegal business on the internet. It can only be used for personal protection against family members, companies or any other eavesdropper who might harm you after gathering personal information about you.
